What is the California Department of Cannabis Control (DCC)?
The California Department of Cannabis Control (DCC) regulates and licenses commercial cannabis activities across the state. This includes cultivation, nursery operations, processing, distribution, and more. If you plan to grow cannabis commercially in California, you must apply for and maintain a valid DCC cultivation license.
What cultivation licenses does the DCC offer?
DCC cultivation license types include:
Nursery License – Grow immature plants, clones, and seeds.
Cultivation License – Grow cannabis plants to full maturity for harvest.
Processor License – Trim, dry, cure, package, or make pre-rolls.

Can I grow cannabis at home in San Bernardino County?
Yes—indoor only and under strict San Bernardino County cannabis regulations:
Outdoor cannabis cultivation is prohibited in unincorporated areas.
Growing must be inside a fully enclosed, locked area within your home.
Plants cannot be visible from outside.
How many cannabis plants can I grow legally?
Recreational (21+):
Maximum 6 plants per residence, regardless of number of adults.
Medicinal (with a Medical Marijuana ID Card):
Up to 12 plants per patient, maximum 24 plants per residence.
Combined Limit:
30 plants per residence (24 medicinal + 6 recreational).
What are the indoor cultivation requirements in San Bernardino County?
To comply with county cannabis cultivation laws:
Must be in a fully enclosed structure with solid walls and roof.
Must be locked & secured to prevent access by minors.
Plants must not be visible from the exterior.
Renters must have written permission from the landlord.
Can a caregiver grow for multiple patients?
Yes. A primary caregiver may cultivate up to 24 plants for as many as five qualified patients in one residence, following all standard indoor cultivation rules.
Is commercial cannabis cultivation allowed in San Bernardino County?
No. All commercial cannabis businesses, including cultivation, are prohibited in unincorporated county areas—except for limited state-licensed caregiver exceptions.
Do I need environmental permits for commercial cultivation?
Yes. State law requires commercial cannabis growers to have:
State Water Boards Cannabis Cultivation General Order (for wastewater/discharge compliance).
Cannabis Small Irrigation Use Registration (SIUR) if drawing surface water.
